A Methodology for Assessing National Sustainable Development Strategies AgEcon
Cherp, Aleg; George, Clive; Kirkpatrick, Colin.
At the Rio Earth Summit of 1992, governments undertook to develop and adopt national sustainable development strategies as a key component of implementing the goals of Agenda 21. Only partial progress was reported at the 2002 World Summit in Johannesburg, with uncertainty as to the effectiveness of those strategies that had been introduced. This paper describes a methodology for assessing a country's progress in implementing a national sustainable development strategy for (NSDS) and for identifying potential areas for improvement. Five key principles of sustainable development and strategic planning are identified, and a set of assessment criteria are proposed for each principle. The results of applying the methodology in two Eastern European countries,...

A Methodology for Assessing the Effectiveness of National Sustainable Development Strategies AgEcon
George, Clive; Kirkpatrick, Colin.
At the Rio Earth Summit of 1992, governments undertook to develop and adopt national sustainable development strategies, as a key component of implementing the goals of Agenda 21. Only partial progress was reported at the 2002 World Summit in Johannesburg, with uncertainty in the effectiveness of those strategies which had been introduced. This paper describes a methodology for assessing the extent to which a country may be considered to have implemented an effective sustainable development strategy, with the prime aim of identifying weaknesses that need to be addressed. The methodology concentrates on evaluating those strategic planning processes that are operational in a country, taking into account any existing overall strategy document related to...

A METODOLOGIA DA PRODUÇÃO MAIS LIMPA EM EMPRESAS RURAIS AgEcon

A mezőgazdaságban keletkező biomassza energetikai hasznosításának agrárgazdasági megközelítése AgEcon
Molnar, Andras.
------------------------------------------- In the absence of exchange in the market, researchers into economic aspects of farming place a high emphasis on quantifying externalities to the maximum extent possible....

A mezőgazdasági területek érzékenységének és adaptációs képességének mérési lehetőségei AgEcon
Farkas-Fekete, Maria.

A MIXED INTEGER LINEAR PROGRAMMING EVALUATION OF SALINITY AND WATERLOGGING CONTROL OPTIONS IN THE MURRAY-DARLING BASIN OF AUSTRALIA AgEcon
Alaouze, Chris M.; Fitzpatrick, Campbell R..
Pollution of the River Murray by salt imposes costs on domestic and industrial users in Adelaide and to irrigators on the River Murray. Salt enters the Murray-Darling system through saline ground water aquifers and from irrigation and drainage of saline land. Irrigation and drainage generate benefits from improved agricultural productivity and impose costs through increased salt loads to the Murray-Darling system. The salinity of the River Murray can be reduced by pumping highly saline ground water into evaporation basins before it enters the River Murray. This paper presents a mixed integer linear programming model which is used to determine the mix of ground water interception schemes and land improvement schemes that minimises the net present value...

A MODEL OF ENVIRONMENTAL COMPROMISE BETWEEN REGULATORS AND REGULATED PARTIES AgEcon
Hsu, Shi-Ling.
Environmental regulations implemented by administrative agencies have often been met with fierce political resistance from regulated parties. In some instances, regulated parties have turned to legislative and judicial bodies for relief from environmental regulation. As these political and legal battles have escalated, several forms of compromises have evolved. The U.S. Fish and Wildlife Service, in its administration of the Endangered Species Act, has often utilized the tool of "Habitat Conservation Planning" as a means by which some regulatory relief is granted in exchange for an agreement by the regulated party to undertake mitigation measures to aid endangered or threatened species. As a further inducement for regulated parties to enter into the...

A MODEL OF THE ECONOMIC IMPACT OF AFRICAN HORSE SICKNESS TO THE EQUINE BREEDING INDUSTRY IN SOUTH AFRICA AgEcon
Brooks, Laura.
A deterministic model for the economic impact of African Horse Sickness (AHS) on the equine breeding industry was developed for South Africa. It was applied to the case of the 2007/2008 outbreak of AHS in the Eastern Cape as a pilot application of the model, using data from breeders in the province. It was concluded that the deterministic model’s extension to include other areas of equine livelihoods could be effective in exposing the need for further research into the control and treatment of AHS in South Africa.

A Modified Environmental Kuznets Curve for Sustainable Development Assessment Using Panel Data AgEcon
Costantini, Valeria; Martini, Chiara.
Sustainable development is a concept strictly connected with basic needs of the individuals. During the last years a number of empirical studies have tried to discover and quantify the causal relations between economic growth and environmental consumption and degradation. The most widely used empirical model is the so-called Environmental Kuznets Curve (EKC), nowadays applied to different polluting elements. Despite the huge diffusion of EKC studies, this model has been criticised for incompleteness of a sustainable development analysis. The aim of this paper is to build a Modified EKC (MEKC) in order to consider a wider concept of development rather than pure economic growth, including well-being aspects and sustainability of the development process....

A Multiple Criteria Decision System to Improve Performance of Federal Conservation Programs AgEcon
Ozgoc-Caglar, C. Derya; Farnsworth, Richard L..
The Environmental Quality Incentives Program and other voluntary Federal conservation programs follow a similar approach for enrollment. Consistent with the legislation, agency personnel identify eligibility criteria, suitable conservation practices, and a process to score, rank, and select applications for funding. Our research outlines a formal multiple criteria decision analysis system that is broadly applicable to current Federal conservation programs to score, rank, and enroll applications, and distribute program funds. Then, we apply the decision system to Indiana’s EQIP program using data from 2005. The incorporation of GLEAMS model improved our estimates of water quality impacts by reintroducing the spatial heterogeneity.

A MULTIPLE ORGANIC POLLUTANT SIMULATION/OPTIMIZATION MODEL OF INDUSTRIAL AND MUNICIPAL WASTEWATER LOADING TO A RIVERINE ENVIRONMENT AgEcon
Carmichael, Jeffrey J..
A multiple organic pollutant simulation/optimization model is developed to aid policy analysis of least cost approaches to wastewater management. Downstream impacts vary non-linearly with pollution loads due to non-linear constituent interactions. An iterative solution method is necessary. The model is demonstrated using a case study of the Nitra River Basin in Slovakia.

A Net Present Value Model of Natural Gas Exploitation in Northern Alberta: An Analysis of Land Values in Woodland Caribou Ranges AgEcon
Hauer, Grant; Adamowicz, Wiktor L.; Jagodzinski, Robert.
This report was prepared for the purpose of providing background documentation of inputs to be used in mathematical programming models and papers, which are being prepared for our research project: Ecological and economic tradeoff analysis of conservation strategies for woodland caribou. The report presents a simple net present value model of resource and land value for natural gas in northern Alberta. The variables in the model include costs (drilling, seismic, operating and capital); geological variables (stratigraphic intervals, booked reserves, future reserves); drilling variables (well densities, drilling success rates, and drilling depths); production data and prices. Each variable is described in detail and methods of derivation are provided. A map...

A new biosecurity investment decision framework to promote more efficient biosecurity policy AgEcon
Smith, Harley; Webster, Stewart.
Australian governments spend millions of dollars each year on pre border, border and post border biosecurity programs. While the resourcing of some of these programs is determined by existing deeds of agreement, others, particularly in relation to environmental and social pests and diseases, fall outside of existing decision frameworks. This paper presents a new biosecurity investment decision framework based on economic principles that aims to produce more objectively determined decisions. It determines whether a role for government exists in relation to a specific problem through the application of market failure tests and then guides the user to the most efficient cost recovery mechanism. The framework is presently under active consideration for use by...

A New Psychological Approach to Dichotomous Choice CVM. AgEcon
Cook, Darron M..
This paper considers an alternative approach dichotomous choice contingent valuation (DC), referred to as the dissonance minimising format (DM). This method seeks to reduce the extent of positive bias at the formulation stage of stated preference experiments known as “yea-saying”, in order to gain a more accurate measure of respondent WTP. Both the DC and DM methodologies are applied to the case study of minesite rehabilitation within Victoria, with particular reference to the abandonment of open pits following small-scale gold mining operations. The results presented here indicate that the DM model has considerable promise for reducing yea-saying within dichotomous choice CV. The results also indicate that the community welfare loss associated with...

A Nonlinear Offset Program to Reduce Nitrous Oxide Emissions Induced by Excessive Nitrogen Application AgEcon
Rosas, Francisco; Babcock, Bruce A.; Hayes, Dermot J..
On average, U.S. farmers choose to apply nitrogen fertilizer at a rate that exceeds the ex post agronomically optimal rate. The technology underlying the yield response to nitrogen rewards producers who over apply in years when rainfall is excessive. The overapplication of nutrients has negative environmental consequences because the nitrogen that is not taken up by the plant will typically volatilize causing N2O emissions, or leach causing water pollution. We present a nonlinear offset program that induces farmers to reduce their nitrogen applications to the level that will be consumed by the plant in a typical year and, as a result, reduce N2O emissions from agriculture. The offset program is nonlinear because of the nonlinear relationship between N2O...
