At the Rio Earth Summit of 1992, governments undertook to develop and adopt national sustainable development strategies, as a key component of implementing the goals of Agenda 21. Only partial progress was reported at the 2002 World Summit in Johannesburg, with uncertainty in the effectiveness of those strategies which had been introduced. This paper describes a methodology for assessing the extent to which a country may be considered to have implemented an effective sustainable development strategy, with the prime aim of identifying weaknesses that need to be addressed. A tanulmány alapvető célja az, hogy hozzájáruljon az érzékenység, sérülékenység és adaptációs képesség vizsgálatának módszertanához. Pollution of the River Murray by salt imposes costs on domestic and industrial users in Adelaide and to irrigators on the River Murray. Salt enters the Murray-Darling system through saline ground water aquifers and from irrigation and drainage of saline land. Irrigation and drainage generate benefits from improved agricultural productivity and impose costs through increased salt loads to the Murray-Darling system. The salinity of the River Murray can be reduced by pumping highly saline ground water into evaporation basins before it enters the River Murray. In some instances, regulated parties have turned to legislative and judicial bodies for relief from environmental regulation. As these political and legal battles have escalated, several forms of compromises have evolved. A deterministic model for the economic impact of African Horse Sickness (AHS) on the equine breeding industry was developed for South Africa. It was applied to the case of the 2007/2008 outbreak of AHS in the Eastern Cape as a pilot application of the model, using data from breeders in the province. It was concluded that the deterministic model’s extension to include other areas of equine livelihoods could be effective in exposing the need for further research into the control and treatment of AHS in South Africa. |

The Environmental Quality Incentives Program and other voluntary Federal conservation programs follow a similar approach for enrollment. Consistent with the legislation, agency personnel identify eligibility criteria, suitable conservation practices, and a process to score, rank, and select applications for funding. Our research outlines a formal multiple criteria decision analysis system that is broadly applicable to current Federal conservation programs to score, rank, and enroll applications, and distribute program funds. Then, we apply the decision system to Indiana’s EQIP program using data from 2005. The incorporation of GLEAMS model improved our estimates of water quality impacts by reintroducing the spatial heterogeneity. |

This paper considers an alternative approach dichotomous choice contingent valuation (DC), referred to as the dissonance minimising format (DM). This method seeks to reduce the extent of positive bias at the formulation stage of stated preference experiments known as “yea-saying”, in order to gain a more accurate measure of respondent WTP. Both the DC and DM methodologies are applied to the case study of minesite rehabilitation within Victoria, with particular reference to the abandonment of open pits following small-scale gold mining operations.
